National Security Act allows suppress social protests and electoral

Mexico City - The new National Security Act not only would give discretion to the federal executive to militarize the country, but also legalize the repression of social protests, political, and electoral work.

According to La Jornada, Article 74, Section VII, in its second paragraph, of the opinion that the PAN and the PRI seek approval on Monday, states that the statement of impact to domestic security as follows:

"the declaration shall not of involvement in internal security when the request has its origin or cause to comply with requests or orders issued by administrative authorities or work, nor will proceed in actions related to movements or conflicts of a political, electoral or social, except when the actions resulting therefrom constitute a challenge or threat in terms of Article 3 of the Act . "

This means that if it is determined that a social protest, labor, electoral policy or constitute a" challenge "or a "threat", they can suppress.

The problem is who defines what constitutes a "challenge" or "threat" is precisely the federal executive without congressional authorization.

But also the definitions of "challenge" and "threat" are deliberately vague. "Challenge" is defined in Article 3 of the Act as "an obstacle that affects all or part of integrity or stability of the Mexican State." "Threat" is defined as the "obstacle that threatens the continued existence of the state or Mexican."

But the problem is that the one who decides what is an "obstacle" or even "stability" of the state is the federal executive.

This would give leeway to the executive to suppress any manifestation of social, political, electoral work or if you want and simply paste labeled as "obstacle."
