Para las Naciones Unidas y la Comunidad Mundial, el major challenge is how to influence Member States to understand that the priority now is how to overcome the global financial crisis, but how to face the global crisis of poverty of millions of people. At that poverty, adding the situation of not less than 81 countries that still inflict torture with impunity, at least 77 countries where it still can not speak in freedom, not less than 54 countries are subjected to unfair trials due.
Today, many governments, as well as emerging powers are reluctant to stop the worst human rights crises, as compared to social conflicts caused by inequalities of millions of people, only received in response indifference or relegation, and the criminalization and repression of these protests. The greatest threat to the future of human rights is the lack of shared vision and collective leadership to overcome this crisis.
Since 61 years ago the United Nations adopted the Universal Declaration of Human Rights, and in Peru four years ago approved the National Plan for Human Rights, through the DS 017-2005-JUS, the question is imperative to know what what we have advanced or retreated on these issues.
